Welcome to the web based oil spill contingency planning system of the Norwegian Clean Seas Association for Operating Companies (NOFO).

This web presents the results of a three years R&D project, involving operators, authorities, as well as technical and scientific expertise.

Regional oil spill response plans have been established in order to address the responsibilities of the industry in the case of events of significant unplanned releases of oil on the Norwegian continental shelf. These plans cover all aspects of oil spill combat, from immediate notification and mobilization, to near shore and shoreline operations, as well as long term environmental monitoring.

The contingency level established is risk based, and incorporates differences in operations in sub areas on the shelf. Results from oil drift simulations have been analyzed with regards to environmental sensitivity, priority areas for the summer and winter season, respectively.

Including the above results, regional oil spill contingency analyses have been undertaken, identifying oil spill contingency requirements for each region.

As the oil spill contingency regime is dynamic, it will reflect changes in development of the shelf, as well as changes in environmental sensitivity.

Main sections of the web includes:

Operative plan - for use in notification and mobilization in the case of an incident.
Regional plans - specifying the contingency requirements for each individual region, including resource location, response time and  volume.
Plan basis - providing access to the regional oil spill contingency analysis, results from oil drift simulations and methodological aspects.
Databases and datasets - providing on-line access to databases on combat resources, oil properties, environmental sensitivity and priority sites.
General reference - containing textual information on issues relevant for oil spill contingency planning and evaluation.

In addition, links are provided to a suite of GIS tools, developed for application in oil spill response planning and contingency analysis.

Except from the inital steps in the web-assisted action plans, this web is available in Norwegian only. However, it has been the intention of the project group to disseminate results to the international community, and a series of technical papers have been presented in international conferences. These papers are provided below in PDF format, and we hope our English speaking visitors may find these useful.
